THE ONE RULE. No machine writes a fidelity rating, a last_verified or a confirmed_by. There are 113 surfaces in the shell; a session cannot sign for them and a founder cannot sign 113 in an afternoon. So the machine reports what it can measure and says out loud that a measurement is not a signature. `signed_off` below is the list a PERSON has actually walked, in their own hand, and it starts empty rather than full.

Renders, has content, and no register in this repository says it is unfinished. Measured by the build. Not a person's word that it is good.
