You are a bill. The building is your path: hopper, referral, committee, report, rules, floor, the other chamber, conference, enrollment, and one desk upstairs. Doors stay locked until the procedure says they open, and every locked door tells you the real reason. Walk it in 3D or in text mode — same rooms, same sources, same lesson.

Most runs end in committee. That is not the game being unfair — it is the game being accurate, and the ending says so with the real numbers. Start another bill knowing which door matters most.

You are in the Hopper Lobby. A plain lobby with a wooden box on a pedestal — the hopper. Every House bill starts as paper dropped in a box. A stairwell in the corner climbs to the Judicial Gallery, which is not on the bill's path — that is the lesson of the stairwell.
