Where we would read it: The order says the legislature's or Secretary of State's own publication. For the federal Constitution the candidates are the Government Publishing Office's Constitution Annotated (constitution.congress.gov, published by the Library of Congress for Congress) and the National Archives' transcription. Neither has been read and neither is recorded here as the source until one is, because naming a publisher is the first half of the sourcing rule and guessing it is how the second half goes wrong.
