Where we would read it: The publisher is recorded and the page reads. The TEXT is not trustworthy yet, so it is not published. Massachusetts prints its whole constitution at one address and that page opens with its own table of contents -- the first 'article' the reader produced was Article XLVIII rendered as a list of headings ('I. Definition / II. Initiative / III. Legislative Action'), which is the publisher's index, not the law. Underneath, Part the First, each chapter and section of Part the Second, and the Articles of Amendment each restart at Article I, so 103 of 236 labels repeat and the distinguishing heading sits in a chapter line the reader does not carry. Separating the index from the law here needs a reader built for this page. Publishing it meanwhile would put a table of contents on a page that says it is the constitution of Massachusetts, which is the furniture-as-law failure the Illinois read already cost us once.
