Where we would read it: The publisher is recorded and its shape is understood -- article pages are tables of section links, with the law one level below. It is not published for two reasons. First, the text still arrives wrapped in the Legislature's own site menu; 'div.lso-container' is not the region that holds the law, and three articles came out carrying identical text because the menu was most of what was stored. Second, and the one that decides it: partway through a section-by-section read the site began closing connections and timing out the TLS handshake. Reading a state's constitution costs that state about three hundred requests, and a publisher dropping connections is a publisher telling us something. The answer to that is to stop, not to retry harder or shorten the delay. Idaho waits for a reader that can take its whole constitution in far fewer requests.
